1532821 - Extend narrate telemetry probes, again

This probe informs us of the usage of the narrate feature, the language breakup of the content that is being narrated, and our language coverage in speech synthesis.

Besides measuring feature engagement, this helps us know what languages are in high demand for speech synthesis and will allow us to prioritize future work around that.

Product asked for these metrics again for the 66 release.

We are planning a research to learn how we might provide an excellent reading experience across our product lines. Understand how Reader mode is used by our existing release population will help inform the next steps as well.

Are you going to pick this up, Eitan? I expect we're too late for 66 at this point, as last beta is being built today and there isn't a patch to uplift yet.
