1532994 - Make LocationProxy::SetHref/Replace use IPC instead of calling BrowsingContext::GetDOMWindow

Retroactively moving fixed bugs whose summaries mention "Fission" (or other Fission-related keywords) but are not assigned to a Fission Milestone to an appropriate Fission Milestone.
