Steps to reproduce:
In Preferences > Home in the New Windows and Tabs section, the first entry is "Home page and new windows" which allows choosing Firefox Home (Default), Custom URLs..., and Blank Page. The next entry is New tabs where the choices are only Firefox Home (Default) and Blank Page. Firefox should allow Custom URL... for new tabs like it does for new windows.
Actual results:
There's no way to specify a custom URL to be opened in new tabs.
Expected results:
There should be a way to specify a custom URL to open in a new tab like there is for a new window.

I see the same problem. This is double annoying, because it would be more consistent with the new-page setting, since it could have the same three-element dropdown list instead of a surprising two-element dropdown list.
This is for Firefox 67.0 (64-Bit) on GNU/Linux ((K-)Ubuntu).

BTW there are several dozen support forum questions on this.
I ran into this bug because someone was looking for support on #firefox for how to enable this.
https://support.mozilla.org/en-US/questions/1096985 offers a solution using mozilla.cfg.
Interestingly, Firefox on Android does allow setting the new tab url - I have it set to data:text/html,<html><body bgcolor="black"> to cut down on flashes of white when adding a new tab at night.
