1535193 - empower sheriffs to monitor release graphs through treeherder

This would include:

• monitoring release tasks in addition to per-checkin (build and test) tasks.
• starring and filing intermittents
• rerunning intermittents
• escalating to CIDuty and Releng when a release is blocked

I have a doc outlining this plan that I've shared with Sebastian: to make this easier for them, I've filed a few blocker bugs.
