This is a regression caused by bug 1503824.

STR #1:

1. Start Nightly with intl.uidirection=1
2. Open chrome://global/content/config.xul and accept the warning

STR #2:

1. Start Nightly with intl.uidirection=1
2. Open Preferences/Options > Privacy & Security > Saved Logins... > Make sure the list is long enough so that a scrollbar appears

AR:
For the first STR, the ending of the preferences names are truncated, and the other columns are misaligned
For the second STR, the icons on the right are missing/truncated and double clicking the usernames causes the new textbox to overlap the text behind it

Everything looks good to me for the STRs in latest nightly. Can you confirm that this is still reproducible? Is there a specific platform affected?

Yep, still the same on latest Nightly.
I'm on Windows 10 x64 1809. I don't have other platforms to check on.

This is P2 and assigned, so I'm removing it from weekly regression triage by marking it fix-optional.
Happy to take a patch for 70 or in future.

The same is reproducible in the Set Home Page popup.
STR:

1. Have some bookmarks
2. Open about:preferences#home
3. Under "Homepage and new windows", select "Custom URLs…"
4. Use Bookmark…
5. Expand the twisties to a point where a scrollbar appears

The twisties are now hidden on the right side.
