the page correctly (a lot of information missed)
Netscape 4.7X i MS IE show it fine.

This is related to bug 102127, and it is being addressed (I think) by bug
153032.
The page has a doctype of <!DOCTYPE html
SYSTEM "http://www.ibm.com/data/dtd/v11/ibmxhtml1-transitional.dtd"> and is
rendered in standards-compliance mode, which means SGML comments are parsed
according to the specs). This also means that all of the <!-------- blah blah -
---------> style comments in that page make the comments go on for longer than
the author intended them to. You can read all the gory details in the last two
comments for bug 102127.
This should be ->layout, and hopefully someone that knows more about this will
comment...
