User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:67.0) Gecko/20100101 Firefox/67.0
Steps to reproduce:
Go to https://monitor.emergecloud.com/ with history turned off.
Bookmark the site on your bookmarks toolbar.
Click link again.
No Favicon is saved.
Turn remember history on and then click on bookmark.
Actual results:
No icon is saved unless I have remember history turned on.
This only happens for certain sites not all sites.
Expected results:
Favicon should be saved if you choose to bookmark the site with or without history.

I could reproduce the bug, the interesting thing is that after restarting the browser the favicon was there, for some reason, so it may just be a view update problem.

I prefer that Firefox still allows the favicons to be saved even if I have history disabled. This way I can have no history recorded but still have half decent bookmarks.

that's what we do indeed, for some reason the view doesn't update its image.
Have you checked if restarting the browser shows the icon on the bookmark?

So I:
- Cleared favicon cache
- Opened the browser where the bookmark is and it did NOT pull in the favicon.
- Closed the browser and re-opened and the favicon was still not there.
- Deleted the bookmark.
- Created a new bookmark with a new name and the favicon came up right away.
