Python 3.7 has been out for a while. It has a few things that are helpful for Socorro:
- data classes
- performance optimizations
- better type annotations support
- other things
This bug covers upgrading Socorro to Python 3.7. I think this is mostly a change to the Docker image used, but it might involve some other changes, too.

This sat on stage for a little under 2 weeks and everything looked fine.
I pushed it to prod just now in bug #1600745. Everything is super!
