edit: this used to be empty but now I can edit!

Bug 1535000 is for allowing edits to the Description field, but if the bug was originally filed without a comment 0, even the reporter can't edit it.
Currently it shows up with a single comment action [+] to expand, but it doesn't toggle to [-] as there's nothing to show. The other comment actions for edit, tag, reply don't show up either.
