Currently a bug’s initial comment posted by the reporter is labelled as Description, but there are no other differences from other comments. Internally it continues to be a comment, but we have to make changes to the UI and API:

• Make it like a separate field (or what we call a module), remove the reporter’s name/avatar on the modal bug UI, like Jira (this bug)
• Allow anyone with the editbugs privilege to edit the description on the UI (this bug)
• Allow to search only in the description with the search UI and API (Bug 1531757)
• Expose the description as the description field in the API (also Bug 1531757)
• Allow anyone with the editbugs privilege to edit the description field with the API (bug coming)

Seems like currently an empty Description can't be edited. It shows up as:

Comment hidden (empty) [+]

Where the only comment action is "Expand this comment" and does nothing.

Yeah, it’s a bug that can/should be solved separately ;-)

This landed a while ago; however it hasn't been enabled. Closing as there's no more development work to do here.
