update lando api to support embedded transplant.

this includes but is not limited to:

  • updating job creation to include more data and trigger wakeup message
  • adding endpoints for queue listing, job details, cancelling, and setting priority

Most of the transplant code has been ported, and the actual code to enable built-in transplant is mostly finished. Zeid is going to pick up getting this out the door.
