See for example https://www.cbc.ca/news/thenational/what-jason-kenney-s-win-means-for-ottawa-at-issue-1.5105007. Play the video and try clicking on the PiP UI button on the video during ad playback. The click opens the advertiser's page instead of the PiP UI.

Interestingly, this is a combination of bugs.
The first bug is bug 1548096, where synthesized mousemove events from the CBC advertisement were being processed by PictureInPictureChild, which was confusing it.
Once we fix that bug, the next bug is bug 1543805, where a transparent iframe is over top of the advertisement. With bug 1548096 fixed, this will prevent the toggle from being displayed normally (except when near the very edge of the video, it seems).

With bug 1547795 closed, we don't show the toggle anymore on that advertisement (or any video that's less than 45 seconds long). I think I'm going to close this one out now.
