As discovered in Bug 1545983, we don't have any tests that were able to detect that this was broken by Bug 1519502.

I don't see a lot of precedent for dealing with main menubar popups in tests. Those that do seem to skip Mac: https://searchfox.org/mozilla-central/search?q=main-menubar&path=test, which isn't ideal but would have at least caught Bug 1545983.
