1546128 - Render incorrect video frame on Android

On Android, I found that there are a lots of WebVTT reftests failed because we rendered completedly wrong frames.

See [1] (which is the partial result of this push [2]), the video showed the black video frame. However, the video in those test doesn't not contain any black frame. The video only has white frames.

I've checked the testing page on X86-7.0 emulator and found the decoded contents won't get painted until several frames after starting playing. Looks like bug 1370426.

After discussed with John, this issue seems only happened on Emulator and it's not easy to have a fix. Therefore, I am goming to disable those tests on Android.
