One of the experiment variants we want to run in Trailhead is to expose the ability to have a first run experience without any Onboarding modal or newtab special header (ie. no Onboarding cards).
A user who is put into a cohort with this 'feature' would have no special experience on Firefox first run - they would be presented with a 'normal' new window.
Also note that all Snippets should be disabled for this cohort as well.
This variant will be used to establish a baseline from which we can measure the effectiveness of the various onboarding treatments when considering their effect on user retention, search volume, Pocket engagement and FxA engagement.

I have verified this issue with the latest Firefox Nightly (68.0a1 Build ID - 20190506214617) installed, on Windows 10 x64, Arch Linux and Mac 10.14.4. Now, if the "trailhead.firstrun.branches" pref's value is changed to "nofirstrun", the "about:newtab" page without snippets is displayed at first run.
