In Bug 1548095, we will disable the Temporary Extension categories in about:debugging if the preference "xpinstall.enabled" is set to false.

Maybe AddonManager.installTemporaryAddon should also be updated to throw or fail when this preference is false.

In theory, without the Temporary Extensions UIs from about:debugging, users can still install temporary addons via the BrowserConsole (I guess this is very unlikely though).

The priority flag is not set for this bug.

It's unlikely, but it's still possible, so it doesn't seem like throwing or failing here really changes much. If someone has a compelling use case for this change, please reopen and P5.
