Reopened for GCC 4.8 failures. We'll backout if it's going to take a while.

So this is related to Bug 1548179. It might pay to look at the analysis there. I think that this is the right change, and this might lead to a fix for that bug too.

I note that the brief landing of this added the gtest target to the set of things that time out on Mac in CI. See Bug 1542950 for more on that.
