In bug 1546898 we added a local provider that has a bookmark panel message always on for everyone with asrouter admin enabled (because opening the bookmark panel or keeping it open is difficult).
We should find a better way to handle this:
- the provider is disabled by default
- the message is blocked by default

Should I bring this under https://bugzilla.mozilla.org/show_bug.cgi?id=1603546 ? It seems like a good thing to take a look at as part of this work.
