Used by Puppeteer's FrameManager class to keep track of open frames. It's not used by Gutenberg.

Whereby keeping track of frames should be important given that Gutenberg e2d tests have some iframe tests.

Puppeteer uses frameId and parentFrameId but not the stack property. Given our priorities we won't get that latter property added. But if use-cases come-up we are happy to do it. Until then I will mark this meta bug as fixed.
