browser.security.newcerterrorpage.mitm.enabled was set to true by default in Bug 1521756 and we don't need it anymore

FYI browser.security.newcerterrorpage.mitm.enabled is a dead pref since https://bugzilla.mozilla.org/show_bug.cgi?id=1552333.
All that's left to do here is remove that one line in firefox.js
