1550526 - Create a tabs component for showing different parts of the details view

The details view mocks have a tabbed component for splitting up all the add-on info into digestible chunks. There should be a custom element to support this UI that those features can use.

I was able to reproduce this issue on Firefox 68.0a1 (20190513082256) under Win 7 64-bit.

This issue is verified as fixed on Firefox 69.0a1 (20190524095337) and Firefox 68.0b4 (20190523115432) under Win 7 64-bit and Mac OS X 10.14.1.
