There are a few mochitests in the legacy folder that don't matter to Quantum Bar and can be removed. Plus the tag system to pick urlbar/quantumbar mochitests.

Also remove the UrlbarTestUtils bits for legacy.

There are some legacy tests outside browser/components/urlbar, like https://searchfox.org/mozilla-central/source/browser/base/content/test/performance/legacyurlbar/browser.ini. Should they be included in this bug, or should we file separate bugs for them?

I think it's ok to track that here, I'll bump up the points to account for searching tests out of the component.
