It could be good to put a comment in each copied files with a note where it's copied from, so later on someone can just run the same cp command and see if anything was updated.

It shouldn't, and didn't in a quick test I did.

I think that browser/components/enterprisepolicies is an obvious place to look, given that our files are in mail/components/enterprisepolicies.

Not user-facing but worth a mention. Firefox did so in the release notes for 60. Magnus was going to mention it on the enterprise mailing list, there might be more TB-appropriate wording there.
