Security restricted bugs have purple as background color like MoCo confidential bugs but should be orange.

All private bugs are purple now, because it’s weird to have different colours and it’s hard to maintain these styles. In the future I’ll remove the background colour in favour of a message below the header.

I’ve actually fixed this as part of Bug 1552885. See the screenshots in my pull request for how it will look like.
