155300 - need FE for guest profile in profile manager

We have support for guest profiles that landed in bug 65212.  Selmer asked in
bug 65212 comment 19 if there was a bug for the front end of this feature. I
didn't find one so here it is. Copy 4.x guest profile front end.

i've actually started running with a phantom profile, very much like a guest 
profile, it's fun, mProfilePath is null, you can't save changes, and you can't 
switch skins. For guest profile, we'll probably really want to be able to 
select the skin from the profile manager. [I don't know the bug# for that, but 
I'm sure it's filed]
