It's come up a couple times that it would be useful to have an event fired at the end of RecipeRunner.run()
. It can be used in tests and would also be useful to allow experiments that are running early in the browser life cycle to delay reading preferences (up to a timeout value) until Normandy has run.

To be abundantly clear, "event" here does not refer to a Telemetry event, but a normal in-browser event that we can attach listeners to.
