It's come up a couple times that it would be useful to have an event fired at the end of RecipeRunner.run(). It can be used in tests and would also be useful to allow experiments that are running early in the browser life cycle to delay reading preferences (up to a timeout value) until Normandy has run.

To be abundantly clear, "event" here does not refer to a Telemetry event, but a normal in-browser event that we can attach listeners to.
