With Bug 1513854, the recipes will be fetched from the Remote Settings service, but the recipe runner frequency will still be controlled by a timer (6H interval).
In order to have real-time execution of Normandy recipes, the runner should be executed as soon as a new recipe is published (ie. when "sync" event is received).
