155379 - Closing Mozilla while hidden downloads are running should give a notification

When you have hidden downloads running, and you close all Mozilla windows,
you should be prompted whether you want the Download Manager opened or not.
It seems that currently, if you do this, the downloads will be dismissed, even
though they continue to display in a confused state in the Download Manager.
But even *if they would* continue to download when Mozilla is closed,
you might disnotice the downloads, and perhaps shut down the system before they
are done.
