Environment Updates

• New PHABRICATOR_ADMIN_API_KEY
  • Value must be a Phabricator API key with special permissions allowing it access to all revisions. This is obviously a sensitive secret.
  • Values for both dev and prod will be sent to ckolos over a different channel.
