As part of the search engine configuration modernisation we need to add the new configuration onto the RemoteSettings server and set up the initial configuration.

This is the simple upload script I've been using to upload to the staging server, should be able to use for production as well. There's limited error checking, and the errors need to be checked for manually.

I've now uploaded the current versions of the engine.json to both the staging & production servers. I've requested initial approval based on the fact we'll go through it in detail before we turn on the modern configuration fully. If we need other updates, we'll do them in different bugs.
