Steps to reproduce

  1. Start the browser with a new profile and navigate to about:welcome.
  2. Drag the browser to the corner of the screen.
  3. Resize the browser windows horizontally making it smaller.

Expected result

  • No additional vertical scrollbar is displayed.

Actual result

  • Inactive scrollbar displayed.

Regression Range

  • The issue is reproducible on Nightly 68.0a1 (20190505213908). I will search for a regression range (if there is one) ASAP.

Additional Notes

  • Attached a screen recording with this issue.
  • The issue is triggered resizing the browser in any way (making it smaller).
  • On latest Nightly (20190605215957) the scrollbar is active.

Hello,
I tried searching for regression but with no luck, because the issue is reproducing all the way back to 68.0a1(20190502220333) so I think this issue is not a regression and it was introduced as part of Trailhead Desktop First Run feature implementation. Removing the flags accordingly.

This will be solved by the patch for 1561660, which has a couple different fixes for the modal.
