There are two separate issues here, I think. One is that the pref that enables the new protections panel is only set in Nightly at the moment, so the test will perma-fail in beta-simulation. The other is that the code that opens the popup is intermittently failing. I have a feeling this is related to recent issues with event.metaKey (see bug 1557094 and bug 1557093).

I'm going to write a patch to have the test set the pref to true manually so that it will pass on non-Nightly builds. Additionally, I think I'm going to use this bug to change the trigger from metaKey+click to altKey+click.
