Environment
Device: Samsung Galaxy S8+ (Android 8.0.0), OnePlus 6T (Android 9)
Build: Firefox Beta 68.0b9

Steps to reproduce:

1. Open Fennec browser on mobile device
2. Have a couple of logins saved (I used https://daleharvey.github.io/testapp/)
3. Check for login entries in "Custom Menu"/"Tools"/"Logins"
4. Tap on "Sync Now"
5. On PC Fennec browser make a sync
6. Go to PC "Custom Menu"/"Options"/"Privacy&Security"/"Logins and Passwords" module
7. Click on "Saved Logins"

Expected Result: The login entries from mobile device after executing "Delete All" command are eliminated from mobile and PC, after sync is done

Actual Result: The login entries from mobile device after executing "Delete All" command are not eliminated from PC, after sync is done

NOTE:

1. Before having made the steps to reproduce have a Fennec account open on PC it must be the same Fennec account as on mobile
2. The issue reproduces on Firefox Nightly 68.0a1(2019-06-10)
3. The issue reproduces on Firefox Release 67.0.2

Hi, this is reproducible with Samsung Galaxy Tab A (Android 9) on Firefox 68.2.0 and 68.2b7.
