Tabs for extra information to the ETP card should only show if that type of tracker is showing on the graph

We will no longer be hiding tabs with 0 events found, as it's a good time for education. However, the tabs need a closer look.

• The hover effect should be removed and replaced with a darkening of the tab color
• The color of the font in the lower section should be black
• if we can, change the lower color highlight to not be a border so we don't get the angled corners, this will also make it possible to animate the color change in the future.
• the size of the box containing more information should dynamically size to the largest tab and stay that size. this is dependant on locale.
