The scope of this bug is to:

• define the schema(s) for What's New messages
• create the template(s) for the messages
• implement code that inserts the messages into the What's New panel (Bug 1561345)
• some initial CSS styles for the messages
• create some dummy/test messages in a local provider for testing and demo purposes

I have verified that a few message templates for What's New panel have been added in the about:newtab#asrouter page (WHATS_NEW_70_1 , WHATS_NEW_70_2, WHATS_NEW_69_1) on the latest Nightly 70.0a1 (Build ID 20190714214027) on Windows 10, macOS 10.14, and Arch Linux 14.4.3.
