Accidentally regressed by Bug 1559589 which switched the default numeric value of letter-spacing from 0 to 1.2.

Steps to reproduce
- Run this in the address bar of a new tab:
data:text/html,TEST
- Open DevTools Inspector and switch to the Fonts sidebar panel
- Click and drag the "Spacing" range input thumb
Expected result
The letter spacing of the "TEST" text does not drastically change when first clicking on the range input thumb.
Actual result
The letter spacing of the "TEST" text changes smoothly as the user interacts with the range input.

Reproduced this issue on 69.0a1 (2019-06-27) with Windows 10x64.
Confirming this issue as verified fixed on Windows 10x64 , macOS 10.14 and Ubuntu 16.04 with 70.0a1 (2019-07-23) and 69.0b7 (64-bit).
