Based on the Necko fuzzing layer in bug 1526258, we should implement an FTP fuzzing target. This has overall lower priority than HTTP but we should still add it to get the code tested properly (in particular because we have a lot of old code there).

In contrast to existing approaches of fuzzing FTPListParser, we can test all of the FTP code with this method.
