can not store web sites to my desktop or other destinations on my pc.

I have tested your issue on latest FF release (67.0.4), Beta 68.0 and latest Nightly build 70.0a1 (2019-07-08) using Windows 7, Windows 10 and could not reproduce it.
I will move this over to a component so developers can take a look over it and give us an opinion. If is not the correct component please feel free to change it to an appropriate one.

Reporter, are you running Windows as Administrator with UAC disabled?

Need Admin account during my developement work.
But UAC is set to standard.
Using this config for years under windows 7 x64 and it works

If i use IRON or OPERA the shortcut drag&drop is working...
