Steps to reproduce:
A first run of Firefox 68 with a profile that might have been rarely used.
about:addons presented two updates, with the number 2 badged on Available updates
I browsed information for the first of the two updates – hotfix-update-xpi-intermediate
– because its presence, with Firefox 68, was surprising.
After I browsed information for hotfix-update-xpi-intermediate
– without attempting to apply the update – I clicked on Available updates and found the extension no longer listed. I guess that some automated routine had caused its disappearance, fair enough.
Actual results:
Whilst one (1) update was listed, the badge showed the number 2.
Expected results:
The number in the badge must match the number of updates in the list.

Side note:
- the 'broken' icon for
hotfix-update-xpi-intermediate
– given the inapplicability of this particular update, I should probably treat the broken appearance as negligible.

hotfix-update-xpi-intermediate
is probably an edge case (a guess: its availability was detected months ago, before the fix became integral to Firefox, and I refrained from applying the hotfix to the profile at the time).
Edge case aside, this part of bug 1561691 comment 0 caught my eye:

– that part of Firefox 69.0a1 bug 1561691 is, in essence, similar to this Firefox 68 bug 1563956:
- a discrepancy between (a) the number in the badge and (b) the number of listed items.

I also have this, in 70.0.1. I got to it slightly differently. This might be easier to replicate:
Have auto-updates disabled.
Check for updates, see multiple in list.
From ellipsis menu, remove one extension. Badge number does not decrement.
Update all other extensions (from ellipsis menu). Page is empty and badge number shows 1.

Still present in 78.0.2 (64 bit) on Linux/Fedora.
Right now it say "Available update 5", but only lists 4.
If I update them all it goes down to 1, and shows an empty list.
