I'm not sure if you need to be vouched again for a key change? (you can just upload to accounts.mozilla right?) anyway I vouch for level 1 also in case you still need that.

Luke: If you already have had access in the past, you should just be able to upload your new SSH key. Please let me know if that works and we can close out this bug. Thanks!

Ah, apparently I didn't read my error message closely enough. I filed https://bugzilla.mozilla.org/show_bug.cgi?id=1564226, which the error message told me to do. If that works, I'll close this bug.
