Similar problem as bug 148495.
If you close toolbar on Mozilla Help
and move the mouse pointer to toolbar,
an empty tooltip appears.

The appropriate localization entry in the DTD will also need removed.

Adds a tooltip to the Help Toolbar, so when you collapse the toolbar, the
tooltip appears. Low risk and patch was tested.
