"Use a Securely Generated Password" is the new string.

We may also need to update the string in about:preferences#privacy-logins but I don't know that we have it yet. I've asked Gretchen at https://mozilla.invisionapp.com/share/6XR9ZKTJ8GK#/screens/368486346/comments/118332494

@MatthewNoorenberghe Yes, thanks for the catch; @RyanGaddis, can you make this phrase title case in all instances? IE: Use a Securely Generated Password
Matthew, for the about:preferences#privacy-logins string, that current string is ok as it is. IE: "Suggest and generate strong passwords"

Darn, I just realized that the context menu string wasn't updated… I'll submit a new patch.
