"Use a Securely Generated Password" is the new string.

@MatthewNoorenberghe Yes, thanks for the catch; @RyanGaddis, can you make this phrase title case in all instances? IE: Use a Securely Generated Password
Matthew, for the about:preferences#privacy-logins string, that current string is ok as it is. IE: "Suggest and generate strong passwords"

Verified - Fixed on latest Nightly 70.0a1 (2019-07-29) (64-bit) on Windows 10, MacOS 10.14 and Ubuntu 18.04.
The "Use a Securely Generated Password" string is now displayed in the context menu.
