1566810 - Site permission requires a new concept for indicating granted permissions

As a part of the protection panel project, we will remove the indication of granted permissions since we are no longer to show the identity icon or noticed identity icon.

So, we need a new concept to show the state of granted permissions instead of the old noticed identity icon.

This patch adds a permission indictor on the lock icon and it is only
shown if there is any permission has been granted.

This patch adds the permission granted indicator to the identity panel.
The granted indicator will be shown if there is any granted permission.
And it will got update if permission changes.
