1568035 - Annotate mochitests that cause shutdown crashes/leaks with Fission enabled

There are a number of tests which don't cause any immediate problems when run under Fission, but do trigger shutdown crashes or leaks for whatever job they're run in. We'll need to also skip these tests under Fission in order to enable running Fission jobs on integration branches.

Some failures crept in and out after my last sets of annotations landed. This
patch updates most of the annotations to deal with them.
