1570391 - No hover state when hovering minimized permission prompt icons

Using Windows 10, latest Nightly.

STR:

1. Open any webpage requiring flash, e.g. http://dragonfable.battleon.com/game/
2. Close the plugin permission popup
3. Hover the lock icon on the url bar -- both lock and plugin icons have hover effect
4. Hover the plugin icon -- no hover effect

ER:
The plugin icon should have a hover state.

Not sure if to call this a regression- prior to 2017-07-02 there was a hover effect only on the lock icon, but not as a background change.
The range is 2017-07-01 to 2017-07-02.

Reproduced the initial issue on release version 75.0 using Windows 10.
Verified - Fixed in latest beta version 76.0b4 and latest Nightly 77.0a1 (build id: 20200413034542) using Windows 10 and Ubuntu 18.04.
