New message icon doesn't trigger highlighting on address bar

Steps to reproduce:
Load a page that has automatic pop-ups like https://www.zdnet.com/
On the address bar, a new message icon appears
Hover over the new message icon
Expected results:
The icon should be highlighted when you hover over it.
Actual results:
It's highlighted only if you hover over the locket icon or you have chosen either the option to never allow or allow notifications.
Note: this has been the behaviour since the beginning.

Actually, I have the impression that this is intended behavior. Since clicking this icon doesn't actually open the Site Information window, but only the notification permission prompt.

Hi Paul, but the thing is that when you hover over the lock icon, both icons (lock and notification) get highlighted. So it's weird that the same does not happen when you hover over the notification icon. What's more, after you've set a pref for notifications (whether to receive them or not), if you hover over the notification icon, it does get highlighted.

Good point! I've looked into this more and got some input from Johann. The icon should be highlighted independently of the others. So that's something we would want to implement.
