when opening this page cpu usage goes up to 99 percent. mouse cursor response is
getting slow.

Reproducible: Always
Steps to Reproduce:
1. open web page
2. move mouse cursor

Actual Results:  cpu usage goes up to 100 percent

Expected Results:  cpu usage should remain low.
