TO REPRODUCE:

1) Load any page with a dropdown list on it.
2) Position the dropdown list so that it is near the bottom of the page (so that
   the list has to popup *above* the menu).
3) Move your mouse across the bottom border of the popup into the menu.
4) Move your mouse off by moving it across the bottom border.

RESULT: 
The list scrolls down each time your mouse goes across the bottom of the popup
(going in or out).

Jerry, can you still reproduce this?

Tested with the bugzilla search form and Moz1.4 on Win2k.
There is no scrolling except for when you already have scrolled the list so its
items are not aligned (i.e. the bottom one is only half-visible). In this case
the list scrolls down half a line so all visible items are fully visible.
This only happens once (then it is aligned and there is no autoscrolling anymore).
So this seems to be a WFM...

Jerry, if you still see it maybe there is a reason for the entries to be
misaligned all the time?

I cannot reproduce this with 1.4. Tentatively marking WFM.

This does happen with the URL dropdown in Mozilla 2003121108 trunk.
