Those should use context-fill. Also, while looking at this, I think the spec got rid of the context-fill-opacity for icons in the protections panel, which would make it consistent with the app menu. I'll also fix that :)

I have reproduced this issue using Firefox 71.0a1 (2019.08.02) on Win 10 x64.
I can confirm this issue is fixed, I verified using Firefox 70.0b9 Win 10 x64, Ubuntu 18.04 x64 and macOS 10.13.6.
