Steps to reproduce:
ctrl + d to create a new bookmark, go to Folder: Choose:
Actual results:
Popover overflowed my screen vertically
Expected results:
I was in fullscreen and my laptop is not exceptionally small, the popover should not have overflowed my screen and rendered me unable to read/choose the options. I reported it here and had it confirmed somebody using a virtual machine:

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
I can confirm this problem using Firefox 68.0.1 in Ubuntu 19.04 on a laptop with a 1366x768 display.
When selecting 'Choose' the 'Done' button is no longer visible so it is not possible to create the new bookmark in the desired location. A work around is to enable full screen mode with F11. This may not work on displays smaller than 1366x768 as the 'Done' button may still be off-screen.
